This is a tragic situation and I feel for the family but I feel that kids that young should still be supervised by parents or at least have the parents know where the kids are going and to approve or dis-approve the areas.
Tragic as it is, how is it the city of Blowing Rocks fault? I've hiked that trail hundreds of times and there is no way I would ever allow my child to do it alone.
I've been hiking the trails of Watauga County since I was a camper at Yonahlossee. We were always heavily supervised, but even then there was always some danger because this is, after all, the mountains. Parents get too casual with their kids, let them go on their own & then things happen. I've seen it at the beach as well. I too feel for the family but, like riding horses or any other dangerous sport, accidents can happen when hiking in rugged terrain. It's a risk you assume yourself. You couldn't put enough warning signs of hazards all over the mountains. Lawsuits are what cause these beautiful areas to be closed off to the public forever. The people of Blowing Rock shouldn't be held responsible.

Is it not common sense to not go out on the rocks?? Even if there are signs posted adults and kids do what they want to do.
